The remarkable results stem from Operation Soteria Shield, a month-long investigation led by the Dallas office of the FBI in collaboration with approximately 70 local law enforcement agencies.

On June 15, 2025, U.S. Attorney Jay Combs for the Eastern District of Texas described the operation as “stunning,” highlighting the shocking scale of child exploitation that persists year-round in the region. He noted, “The number of offenders arrested and the children rescued in this operation are stunning. It’s stunning to hear them repeated here.”

Operation Soteria Shield, which commenced in April, not only rescued children but also exposed many previously unidentified victims who had never been reported missing. According to Plano Police Department Assistant Chief Dan Curtis, “During this operation, many of the children recognized or rescued were previously unidentified. They’d never been reported missing or had their abuse known to authorities.”

Collaboration and Impact

The initiative has yielded not just arrests and rescues but also the seizure of substantial amounts of child abuse material, amounting to terabytes of content. This extensive operation is the result of a decade-long collaborative effort now involving a network of 70 law enforcement bodies across Texas. “What started as a small team with a bold idea has grown into something very powerful,” remarked Collin County District Attorney Greg Willis.

Authorities noted that many sexual predators avoid physical interactions with their victims, instead using technology to manipulate children into sharing explicit images and videos. Joseph Rothrock, the Special Agent in Charge of the Dallas FBI, emphasized the shift in predator tactics, stating, “Predators have access to our children in our homes through technology.” Rothrock urged that parents should be vigilant and utilize parental controls on devices used by children.
