The operation was spearheaded by the Allen Police Department, in collaboration with the Drug Enforcement Administration (DEA). Authorities executed search warrants at three separate warehouses in Dallas, as well as targeting the homes of the warehouse owners in cities including Carrollton, Colleyville, and Plano.
During a tour of one of the seized warehouse locations, Allen’s Police Chief, Steve Dye, shared insights into the extent of the seizure, highlighting that initial estimates indicate the authorities confiscated over $7 million in cash and other assets alongside the large quantity of THC products. Chief Dye elaborated that the investigation first began over a year ago with undercover purchases conducted in Allen.
Last August, the Allen Police Department’s narcotics unit conducted operations at nine smoke shops to acquire and test suspect products, discovering that they sourced illegal items from the Dallas warehouses.

Though law enforcement celebrated the seizures, many in the hemp industry voiced concern. David Sergi, an attorney representing Monster Smoke Wholesale—one of the warehouses impacted by the police actions—argued that these businesses are compliant with regulations. “This has just been nonstop harassment for our clients,” he contended, adding that the warehouse maintains certificates of analysis for all their products and has heavily invested in compliance measures.
Political Context
This operation unfolds as Texas Governor Greg Abbott deliberates on a significant piece of legislation, Senate Bill 3, which seeks to impose a total ban on THC products statewide. When asked about the timing of the raids in relation to potential political pressures on Abbott, Chief Dye stated, “This operation has been planned for months. The timing is what it is.” After the warehouse visit, he was set to meet with the governor’s staff regarding the bill.
The governor has remained tight-lipped about his intentions, with a deadline set for June 22 for him to either sign or veto the legislation. If no action is taken, the bill will automatically become law.
